Welcome to SPIRE - the Export Control Organisation's online export licensing system.

Using SPIRE, you can apply for an export or trade licence for your activities and items if you require a licence for the wide range of "strategic" goods (such as security items, military goods, civilian products designed with a military use or purpose, firearms, police and paramilitary goods, radioactive sources and much more). You can also use SPIRE to make a Ministry of Defence Form 680 application, Private Venture security grading or Exhibition Clearance applications.

New service to apply for a standard individual export licence (SIEL)

We have a new service to apply for a standard individual export licence (SIEL). Most SIELs can now be applied for using this service:

We are continuously making improvements to the new service and will update our GOV.UK guidance when additional SIEL types are available.

Changes to applying for a licence to provide sanctioned trade services

The Office of Trade Sanctions Implementation (OTSI) is now responsible for issuing licences to provide standalone sanctioned services, including professional and business services. We have a new online service to apply for licences to provide sanctioned trade services. (https://www.gov.uk/guidance/how-to-apply-for-a-trade-sanctions-licence).

The Export Control Joint Unit (ECJU) is still responsible for issuing licences to export sanctioned goods and provide ancillary services (services related to the export of tangible goods). Continue to use SPIRE to make applications for these licences.
