Welcome to SPIRE - the Export Control Organisation's online export licensing system.
Using SPIRE, you can apply for an export or trade licence for your activities and items if you require a licence for the wide range of "strategic" goods (such as security items, military goods, civilian products designed with a military use or purpose, firearms, police and paramilitary goods, radioactive sources and much more). You can also use SPIRE to make a Ministry of Defence Form 680 application, Private Venture security grading or Exhibition Clearance applications.
Registering for the Open General Export Licence (Export of Dual-use item to EU Member States)
We have been informed that there are some difficulties in registering the above licence on SPIRE. The steps below set out the process:
1) Login into SPIRE
2) From the left-hand side menu click on "New Application"
3) Scroll down to "OGL/EU GEA", check the circle and click "Start Application"
4) Click on the drop down menu and select "Open General Export Licence (Export of Dual-use item to EU Member States)", which is the first one on the list.
5) Click Next and then continue to fill out the form fully to complete the registration.

The Helpline E-Mail address for the Export Control Joint Unit (ECJU) has been changed to firstname.lastname@example.org. E-Mails to the previous address will be redirected for the time being.

Login to SPIRE and go to 'Manage My Registration' on the left hand side and click on 'New Registration'
